Women who wear red ooze power, it's a fact!  Now I know all you Art Deco Festival enthusiasts are going to be all about this dress!  A classic 1980s repo of a 1940s dress.  Not sure why they bought the 40s back to the 80s but Im glad they did!
The collar has a front tie in beige and red that match the cuffs.  Finely pleated skirt part and shoulder pads.  Multiple ways of getting into this dress just in case you like variety.....back and side zip-up with buttons.
